What is considered as an acceptable resistance for proper earth, and how to provide a good earth for buildings

the acceptable resistence changes from state to state, but i would think that less than 10 ohms would be a good start..

as far as getting a good ground for the building, you need to check with the local authorities and find out what is required for your municaplity.. some places a ground rod is required and some places will let you bond to the water main..
