It's an MP3 player with loudspeakers. Kids run around with those and playing music in public places like in the bus. And that, I think is RUDE.

With headphones & earphones so prevalent in this the day of the portable MP3 player, I imagine it refers to what was in my day called a "boom box" or a "ghetto blaster".
