You should offer to pay the "flight change fee" that the airlines will charge your guests for changing their flight. This will be expensive, but is only fair since you announced the location and then changed your mind.
The fee can be anywhere from $25-200 dollars per person, so you've just learned an expensive lesson in announcing things before you've confirmed them.
If the guest is already in Florida and now has a ticket they don't intend to use at all, the airline will usually give them a credit for a future flight - you should offer to pay any penalties or change fees involved with this.

Personally, I don't like the whole idea of vacation weddings. That means you want people to take their vacation time and money for your wedding. If people would get married close to home, friends and family could be there with minimal inconvenience and cost, and they'd have more to spend on wedding presents for you...
Why change the location now, especially after tickets have already been bought? Better yet, how about a more lavish ceremony close to home, and then spend the money you save by not travelling on the honeymoon or a down-payment for a house.

If the invitations are already sent, then you and your hubby need to cough up the funds that anyone is out. Also, do not expect a gift from these people, and tell them so.
If the invitations haven't been sent, then offer to cover the fees of changing the booking. Since invites weren't sent yet, If they bought online or chan't change them, then it is on their dime.
You need to also think about accomodation. You need to help (reserve) for people who will now need a place to stay in Florida.
I'm sure your location change was for VERY good reason, and do share that reason to those people affected. Again, your decision is costing your guests - please expressly tell them you will not accept a gift from them.

Well...find out if those tickets are refundable or maybe they can be changed to Florida. If not, you should chnage your plans back to Cali or pay for the tickets already paid for.

So? The answer is obvious; you must make restitution for those making plans to travel to California to attend your wedding. It was your choice to select California and then to change your mind.
It will be an expensive restitution on your part.

..I think it's too late for the drama. What are you doing changing states? Did they jump the gun and buy before you sent out invitations? If so, it's on them. If not, you can offer to pay the fee for the reservation change.
