You just can't do that, if you want really strong Kahlua use pure grain alcohol sold in liquor stores or 100 proof vodka
Kahlua
1 cup brown sugar
1-1/2 cups sugar
2 cups water
1/2 cup instant coffee crystals
3 cups vodka
2 whole vanilla beans
10 whole coffee beans
PREPARATION:
In a heavy saucepan, combine the sugars and water and mix well to blend. Bring to a boil over medium high heat, stirring frequently. Reduce heat to low and simmer until the mixture forms a syrup, about 5 - 7 minutes.
The Longer you age it the better it is.

You can't make Kahlua by just using vodka, but you can make a Black Russian by using two shots of vodka and one shot of Kahlua.

A white Russian has Kahlua, milk, and Vodka in it.

If you are looking for a substitute, try Bailey's or Tia Maria. Then add a little cream and a touch of coffee syrup over ice with vodka and mix. Can barely tell the difference between a regular White Russian and this recipe.
