What is the term used for a wide-ranging concept involving the promotion of French speaking communities around the world?

There is an organisation called la francophonie
www.francophonie.org
It works like the British Commonwealth in as far as it an organisation ofr all former French Colonies, but it does also have other members who are French Speaking and many countries who are observers such as Poland and Albania which are not officially French Speaking Nations but still observers of Francophonie
