you have a rush because of two rings on youre testicles? not really a question more of a statement but those rings might be ringworm.

WELL IF ITS LIKE A RING INSIDE A RING YUP MAY BE RINGWORM, BUT IF ITS LIKE NEXT TO EACH OTHER AND ITCHY MAY BE JOCK ITCH (TINEA CRURIS). IF ITS RINGWORM THERE ARE OINTMENTS FOR THIS. IF ITS THE LATER A SIMPLE ANTIFUNGAL SUCH AS CLOTRIMAZOLE OR TOLNAFTATE (YUP THE STUFF IN TINACTIN) CAN HELP. ALSO MAKE SURE YOU WASH PROPERLY AND TRY TO KEEP THE AREA DRY, DON'T SCRATCH AND TOUCH OTHER PUBIC AREAS MAY SPREAD IT. WASH ALL UNDERGARMENTS AND OTHER STUFF THAT COME IN CONTACT WITH AREA IN WARM SOAPY WATER AND DRY IN DIRECT SUNLIGHT. GOOD LUCK.

Ringworm or a fungal thing. Try an antifungal if you won't go to the doctor. You can find an over the counter version of Lotrimin, a commonly used antifungal. Other hydrocortisones may help, too.

Double case of ringworm? Wash your hands really well and go seek treatment. It's spreadable, contagious.
