Actions speak louder than words.
Do you want the guy who rarely speaks his emotions yet treats you with respect and kindness every day of your life?
Or do you want the guy who says, "I love you" as he's smacking you around?

There is a good book called the "Five Love Languages". The premise is that people understand the communication of love differently; quality time, acts of service, physical touch, words of affirmation, gifts. Perhaps the person in question thinks they are communicating love, but it isn't being received because the other person has a different primary love language. It may be worth reading.

I would but I would tell her how my actions shows that I do really care. Action speaks louder than words. But after that, I would tell her I care coz some girls, and some guys, like to hear those words to come up of thier partner's mouth.

Yes.. Because the fact that I am doing it, then she'll say that.. I will feel upset.. Some guys are more comfortable just by showing how they feel..

If the guy cared, even if he felt he said it enough, he'd say it a little more, just to make her feel better. That's what caring for someone is all about.
