It's a French variant on the early 20th Century English phrase which described an honest, hardworking, noble chap with principles and morality as a 'Good Egg'.
'That Smithers is an all round Good Egg!'
Hardly used at all these days, but can be found in many Black & White English war films.

It means good egg, but is not an expression used by the French. They don't use 'dur fromage' either - word for word it means hard cheese.
My mother used to say 'Elle a des idées au dessus de sa gare', also not a French saying but can be translated as 'she has ideas above her station.'
