I think most salons base their costs on the length of a person's hair. For example, they will charge extra for perms and colors on long hair. I really don't think race has anything to do with it.
However, your friend's mother-in-law could have inquired as to why she was being charged $10 more than the listed price. I'm certain she would have gotten a fair explanation.

I don't understand . . only reason I could see charging more is if the person had longer than average hair . . I have rolled many heads of hair at the nursing home where I volunteer of all races . . it's a sad world we live in sometimes .
theres nothing like having an old lady tell you that your an Angel after fixing there hair

it depends on the hair texture and the location. the people with fine hair get charged less because it not a much effort put into doing. people with thickier hair get charged more because it takes more strength and labor to do. so they charged more. lets say your doin hair and you work on someone with short fine hair for 30min and your done you charge 20 dollars. now someone with hair all the way down to there butt took you about 1hr 55min would you charge the same price even though you spent more time? and have customers waiting, and bills to pay! you should get more money for your time and thats how they work. the length and thickness of your hair is what determines what they charge i dont think its has anything to do with race

It race based and hair length based. Its not racist though, you just aren't aware of the differences in hair. The lighter the hair the easier and faster it is to work with. Dark hair is much more difficult, the hair on African Americans is very difficult to work with, it takes much more time and Asian hair is very sharp, it is notorious for sticking into the beauticians hands like needles and is therefore very, very difficult to cut and style.....its downright painful and sometimes causes infections for the hairdressor. It takes much more time and product to do long hair rather than short too. So though it is somewhat race based, its really based more on the hair type.
