They were and withdrew from the Treaty - I believe the year was 1993.

They withdrew from the NPT just before making their nuke program public.

Israel, Pakistan and India are also nuke-wielding countries not having signed the NPT.

With a whacko leader like Kim Jong Il, it really wouldn't matter WHAT they had signed....they're gonna do just what they want to.
