Well, guys can be shy. Believe me on that. He is very likely too nervous to bring up the subject or discuss it.

I would have to say that he probably has your friendship on the top of his mind. As much as he cares about you he is probably afraid of what taking your relationship to the next level may do to your friendship. Males really value females as friends because it lacks the pressure to impress. They enjoy your company without the pressure to fulfill your needs that a relationship entails. Since he has not answered you probably means he wants to remain friends but doesn't want to hurt someone he cares about. You will probably have to take the next step even though you feel he should. Explain to him that you understand that asking him out made him uncomfortable but you don't want it to affect your friendship and that you understand if he is hesistant. Take it one step at a time. He will eventually come around.

Sorry to break it to you but I don't think he is into it. Though it is totally wimpy it can be harder to let down a friend gently, or to find any kind of words to reject them. I think you should find a time to sit down with him and sort through the awkwardness together, if you are best friends you must know how to talk to each other.

Either he likes you and doesn't know how to express it to you or he's uncomfortable around you because he doesn't have feelings for you. You're going to have to ask him about it before things get too awkward between you guys.
