No, the sentence is not correct.
It should be like this- you have to submit the report by 15th of this month.
We use within when we are given the time limit and we are supposed to do that thing/work on or before that given time limit.
e.g. - Submit your project within 10 days.

You use within in sentence where you have a start and end date

therefore e.g submith this report within so many day

But in your case better to use BY:

submit the report BY the 15th of this month
