James 1:13 - When under trial, let no one say: “I am being tried by God.” For with evil things God cannot be tried nor does he himself try anyone.

God doesn't tempt us, but he allows Satan to do so because Satan's whole argument is that none of us will be faithful to God when we're tempted or under trial. Knowledge truly is power -- when we know what's going on (that Satan is testing us to prove to God that we're only serving him for selfish reasons and that we won't be faithful to God when things are going badly for us or when something comes along that we want or want to do very badly) it can greatly help us in our resolve to stay faithful to God. I personally have trained myself to remember that I'm being tested as to integrity when something comes up, be it a tempation or a trial.

No I wouldn't say that he temps us but he does test us to see how strong are faith really is. The devil temps us and sometimes God will allow this in order to test our faith. If you read the book of Job 1:12 the devil told God that the only reason why Job was so faithful is because God had blessed him with so much and surely if he took those things away from him that he would curse him to his face. And God told him go ahead and test him do what ever you want with everything he possess, but don't harm him physically. I hope that answers your question.

What tempts you is not god or some other higher being but your greed (everyone has greed, it might not be over money though).
