A principle or belief or a group of them: "The dogmas of the quiet past are inadequate to the stormy present" Abraham Lincoln. As you can see, dogma has to do with a belief system. I would say that Atheism in it's purest sense is not dogmatic. Atheism has more to do with a gathering of provable, scientific methods. Its a way of looking at life in which have to be proved. A religious person doesn't need proof. They take it upon faith God exists, either by personal belief of handed to them from family or religious authorities. Religion is therefore dogmatic. I will grant though that under certain circumstances, an Atheist could be dogmatic. In a science fiction alternate world , if a person were just told to be atheistic by an authority figure, without ever questioning why they are atheists, that would be dogmatic. In today's western society though, I would say this would be relatively scare, merely because most Atheists are raised religious or are at least familiar with religion to some degree. Western society, at least in the United States, is saturated with religion, especially of the Judeo-Christian kind. Almost every corner of every street has a church within walking distance. Bibles are everywhere. Thus I would say most Atheists understand Christianity better than Christians understand Atheism, since Atheists are in a minority by either background or silence (many Atheists prefer to just be silent and not make waves with freinds or family). Many Atheists thus have to go through an intense period of internal questioning and seeking of knowledge, moving by turns alternate Christian, New Age, Agnostism and finally Atheism. They've had to read a lot and work on detatching themselves from dogma. Atheists are scientific minded. Science works hard to not be dogmatic. Science does have "laws" but they are hypothesis tested to the point of never failing. But still, there are tested ayway. If such "laws" suddenly became moot by a new data, the law is/would be revised and a new law takes its place until that too is revised. On and on it goes. Scientists only hold on to data as long as it is useful. Religion on the other hand works hard to be dogmatic. It casts morals and ethics in eternal truths that cannot be tested in the phyiscal world, and instead relies on scripture. When Science and Dogma meet, science always wins in logic and fact. Religion through may win on terms of rhetoric, since rhetoric is not based on science. The two streams of thought are so antithetical to each other proponents of each many times feel they are speaking to people from another planet!

It is a big warning sign saying that it is a piece of junk and it has been worked on a lot. And still needs work done to it. DO NOT BUY IT!
