It may have to do with the distribution of oils. Humans tend to pet a dogs head before any other part of them, This action distributes the natural oils and tends to make the fur softer. Notice the difference between a cat thats loved and petted and one thats simply a 'pet'. Most of the time (not all) the fur will be softer.

That plus the fact that the fur on its head comes into contact with other objects a lot less than the fur on its body and legs... think walking, lying on the grass, etc.

My guess is because it gets more petting that the rest of the body.

Diameter of the individual hairs. Body hair is fatter but stronger.
