Say gang bangers are having a fight, and the cops refuse to break it up. Someone gets stabbed or shot, and the bad guy gets away because the police are too afraid to intervene with all those other guys there.

Some woman calls the police to complain that her husband has threatened her with death. The police may come and take a statement but don't do anything else, including not even bothering to interview the husband. The wife finally goes home because she has a handicapped daughter to feed and get to bed, and the husband shoots her dead when she shows up.

These are just two of the incidents of "failure to protect" that happened last year in my area.

A simple one is an officer present when a speeder goes by. If he fails to slow the subject down and the speeder causes and accident down the road.
Another is if he fails to arrest or remove the offender in an assault(like a domestic violence case) and the victim is injured further.
Basically anytime an officer is aware of a situation that poses an imminent hazard and fail to take proper action falls in this category.

Police arrest prostitutes instead of the slavers (pimps) that force them to work the streets.

it's happening right now. John Karr, has been set-free. He is a media freak , and is going to do something bad again!!! he needs to at least be monitored. and God! those men on date-line, whom are preying on young girls, they are out on BAIL!!!!DUH! JUDGES!!!
