Alisha, you may just have big bones (as far as your measurements are concerned) & your weight sounds just fine.
The best exercise has always been walking & if you want to build some muscle why not try out a sport or better yet one of the Martial Arts...there's a lot more to the Martial Arts than a lot of folks realize.

You are short and curvy and perhaps tend towards being a bit pear-shaped. Otherwise, your weight is fine. You are lucky because you can totally rock this years current trend towards pencil skirts and fitted blazers. If you want to build muscles, go to the gym. Your workout should include a combination of cardio and weights. Try pilates and yoga to build long, lean muscles on your lower body. You want to avoid thickening your thighs and glutes, but you still want them toned. And don't neglect your abs!

Cardio, cardio, cardio (sadly, even raking burns up more calories than sex, but its not nearly as much fun)
when using machines at the gym, add weights to build up your upper body and do not add weights when working the lower body as this will build muscle rather than tone muscle.
As you lose weight from the cardio yiou will gain weight from muscle, but you will still look leaner and more tone.

sounds like your hips are significantly larger than your waist and chest. I would suggest using an elliptical machine and doing some leg lifts.
