Well, it's 5% if you count all troops (active duty, reserves, national guard, etc.) - if you only count active duty, it's 10%.
You're automatically assuming that we need more troops there. However, every military commander in Iraq has said that they would have more troops if they asked for them - but they feel they have enough troops - and aren't going to ask for more.
You also have to keep in mind that at this point, Iraq is more like a "guerilla war" rather than a traditional World War II type of war.
In Iraq you have individuals, or small groups of insurgents who are attacking, and planting bombs and things like that - and let's face it - it's not like they're wearing uniforms (the insurgents) while they're doing this stuff - so it's kind of hard to pick them out from the civilians.
That's the difficulty with Iraq. It's too easy for our opposition to blend in. It's not like we're fighting Iraqi troops - the Iraqi troops are our friends, we're helping train them - and teaching them how to secure their own country.
And, as those Iraqi troops are coming "online" - the US troops are taking a backup - or secondary role, allowing the Iraqi troops to shoulder more of the burden. They know the people, they know the areas, they know the differences between Shia and Sunni and Kurd.
But no, our hands are definitely not tied in Iraq.

No....we have troops everywhere. If you look at the spending on our defense budget vs that of others countries.....you will see we double in the amount of money we invest towards protecting "the land of the free"
What is sad is that we have also spent millions of dollars in aid all over the world and look how we get treated. I say we need to stop all aid and focus at home - with education, health and taking care of the elderly....any thing left over........can go for aid.
Sorry...I know that sounds crued...but....
and Yes....I will agree with one of the other answers...I am very disappointed right now with this last term.

Well, not exactly. Troops and equipment are stationed in other countries to maintain a presence in the hopes of discouraging dictators from doing creative and disgusting things. Hard to move them, otherwise that would have happened already.

no,we could leave anytime.the thing is,iraq was a huge mistake.meaningless war for nothing!
bush would rather have our soldiers die & billions of dollars spent than admitting this.but they say now,now that were there we have to make something of it.turn iraq into a sort of america in the middleeast.i dont know if there aware of this,but most of the middle-east hates america & anything american!
i think the us should pull out,even the commanders on the ground have said it cant be won.the us should pull out,but i think they should relocate the iraqi people 1st!!
not leave them in the hell that bush made,letting them be slaughtered every day! :(

yes. because whatever US military does now, it does considering situation in Iraq.... Also, it is 5% but it is a section where we lose OUR people.... Imagine a small cut on your body which may cover only 1% percent of your whole organism.... and if this cut bleeds would you think about getting another may be even worse and painful cut?
So, you're right.. it is only 5% but it HURTS!
