Didn't you know that taxi drivers are not subject to the same laws as the rest of humanity. when they became cabbies they were elevated to semi deity status and as such do not need to abide by the same laws as us mere mortals
This is partially because, as taxi drivers, they obviously OWN the road-that's right it belongs to them and them alone. Pedestrians, other cars, lorries and most especially bikes are irritants which they intend to eliminate.
In the future we shall all travel by taxi-even if it's just to the shop down the road (this is the master plan).

I remember reading that Taxi drivers, in particular, London Cabbies are the long lost "Missing Link" between The first Primates and Humans. Hence I assume this would make a Chimp far more intelligent. lol.

Two reasons:
1. Chimps speak English
2. Chimps are smarter than taxi drivers.

The apparently think using signals is optional, like a lot of other drivers do. Unfortunately, it's hard to enforce because unless a cop A. sees it happen and B. has nothing better to do, it isn't enforced.

Chimps were never taught to FLY pockets, they just strapped them in for the ride. Computers did the actual flying, same as the shuttle of today.

For the same reason they can't train people to not use the mobile phone while driving,
and joy riders from taking cars,
and drunks from driving,
and abusers from abusing etc etc,
Because these people just don't Give a S*it

Another one is when they slap their "park anywhere" lights (what the rest of us call hazard lights) and expect us all to be OK with it.
