Most of them move in either direction. The angle of the blades determine which direction pushes air up or down. There is no specific design reason why they have to turn one way or another.

the direction of motion will be determined by the basic Flemmings Left Hand Rule. The direction can easily be reversed by changing the direction of current or magnetic fields created inside by electormagnets as per the rule
The direction it is set to move, depends upon the shape of the blades, so that they send the air in desired direction.

Because the rule is... go fast turn left.
Just kidding!
There should be a switch that reverses the direction of the blades to either pull the air up or push the air down.

Ceiling fans with three phase motors will rotate in either direction. If the manufactorer's wiring sequence is CAB it will rortate CC while if you flip any of the two phase wires from the source to the fan the rotation will be reversed.

There is a switch on the side that allows it to move in either direction. One way pushes air down and the opposite direction pulls air up.

Depending on the pitch of the blades, it rotates counter-clockwise in order to circulate warm air from the ceiling to the floor.

It is because if u look closely at the shape of the wings of fans they are designed in such a manner that when the fan rotates in anti-clockwise direction they will push the air downwards. if the fan rotates in clockwise direction the fan will throw air in upwards direction.... if in case you can find a motor that can rotate in clock wise direction you can test it and look at it yourself

Because that's how you hooked it up or where you have the switch positioned. Why is this a problem?
