In being happy, don't we spread happiness and by demonstrating joy with life, don't we create joy in others?

Aren't we responsible for the mental and emotional health of the people around us??

We're not obligated to anything. And to obligate yourself to have an emotion is stupid, because you don't have that much control over your emotions. We have no obligation to what emotions others around us feel, either.

However, people have compassion for other people because that's in our genes. It also makes our lives better when we try to help others. There are many more good reasons to be decent to your fellow man than some obligation to some mythical deity.

We have to serve Hashem with happieness, and be happy on Succos, but all the time? Why?

Exodus 20:3 Thou shalt have no other gods before me.

Exodus 23:13 And in all things that I have said unto you be circumspect: and make no mention of the name of other gods, neither let it be heard out of thy mouth.
