These people are trying to get out of paying their taxes, obviously. It would be a good idea to call the IRS and speak with a Revenue Agent (not just any old Joe who happens to answer the phone). Let them know what is going on. Maintain good records of what you paid when, any contact information you have for the workers, and where their business was based, if possible. This is something that concerns all of us, since it is entirely possible that those ten were illegal aliens (undocumented workers for the PC).
I'm assuming you found that they were incorrect when you originally filed the 1099s, so just work closely with the IRS on this one. You are not responsible for ensuring the SSNs are correct at the time of hiring.
If you want to go the extra mile, you might want to call the Department of Homeland Security, your state's Attorney General's office, and the Better Business Bureau. The DHS will only care if they are actually illegals, but the other two keep track of business fraud, and should be notified.
Let me know if I can be of further assistance.

You should have asked for their social security cards before using them. Now, unless you can contact them and get the correct numbers (fat chance of that!) about all you can do is notify the IRS that this happened.
