I think you mean a soul being placed in the fetus at the moment of conception.

The Holy Spirit won't inhabit the child until it is a believer.Leviticus 17:11 talks about life and blood.

Technically, no one gets to the Father but thru Jesus Christ. No one gets forgiveness of their sin except by accepting that Christ died on the cross for that sin and asking Him to come into their life so therefore it would be a the age of accountability when you make the choice. Since as a baby you cannot choose, do not know, it is only logical that they are not part of that salvation price that was paid.
