Even though the 23 y/o "pedophile" might say to his defense that it was "consensual" a 14 y/o does not have the "right" to consent to anything in accordance with TX Penal Code. Under such code she is considered to be a MINOR.
My real Q is; WHERE ARE THE PARENTS OF THIS CHILD??????????????
Anyhow.......
You have to report it to the Authorities for two reasons: #1 is your moral duty as a citizen
#2 If you have the knowledge of a Felony (which this is) and you fail to reported, you are an accessory to the fact, and you can be charged as well
Contact the local Authority P.D or Sheriff, and tell them what you know and or have witnessed. They'll have a victim services counselor and a detective speak with this child and hopefully get that perv off the streets once she admits to it 90% of the time they do, because they don't see nothing wrong with the relationship. Us adults know better.

report it, ignore "Jazz" - i don't know what that person is thinking. the man is guilty of a felony, and you could be considered an accessory if someone else discovers it first and they find out you were complacent in the knowledge of the crime. Pay attention to the 2 posts above from those with law enforcement experience. Call the station ASAP!!!!
This crime is morally wrong and can have severe long lasting mental effects on the 14yo. It should never happen and when it does we must stop it if we can.

The Age of Consent for sex is 17 in Texas. Just call the cops. This will be hard to prove if neither the boy or girl will admit to it. There also may have to be a rape kit done on the girl to get proof it happened. People can't be convicted on hearsay alone.

Pick up the phone and call the police. I would use their non-emergency line and ask for the division that handles crimes again children.
