It's a piercing through a certain part of the male anatomy. Queen Victoria's husband Prince Albert had this apparently, hence the name. Have a look at the Wikipedia site for more details.

it is a peircing through the end of the penis, it was used to hang a small weight on to it so the front of the trousers looked flat, allegedly prince albert had one hence the name
