I am not near you but right now I am helping my friend plan her reception.
We rented a fire hall. Brand new building witha huge room. We will decorate it up nicely, lights are on a dimmer, etc. It was only $200. Since I am a caterer, I gave her a break on the food. You can find reasonable caterers around. Also, this place has a kitchen to die for as a cook.
Another idea is call and see if your VFW and American Legion rent there rooms. Here in NY State they all do.
If you do this, ask the people at the firehalls if they know of a caterer they could recommend.
For fun, we are going to play the newlywed game with several couples. The bride and groom here are in their late 40's. (Second marriage)

Not from the area, so I can't help you on venues. However, if you're looking for a fun band to get everybody on the dance floor, my cousin lives in KC and is the lead singer for his band called Disco Dick and the Mirror Balls.
I know, the name (and their costumes) is outrageous, but his band actually played at my brother's wedding. My friends continue to tell me that it was the best and funnest wedding they've ever been to. To still talk about it six months later says something.

Also, don't worry, they will work with you on songs (first dance, father/daughter, etc.) as they'll also have CDs to play. They've done weddings before. If you like them, maybe they can also give you some recommendations on locations! Two birds with one stone...good luck!

Ok I just did a quick search in Yahoo Locals and in the search engine put in Wedding Reception Places then in location just put in KC,MO it brought up 10 choices and it looks like on the left you can define the search. Hope this helps!
