Before investing in a new TV.... check the aerial (antenna) lead to the set, and the operation of any TV amplifier unit you might have connected (fuse could have blown). If you have several items connected together, e.g, VCR, DVD, Digibox, then check the various SCART connections. They are notorious for not quite making good contact.
If all is well with the connections, then have a look at the rooftop aerial - has it been wind damaged in some way? There might be water in the coaxial cable terminal box on the aerial itself (if the symptoms appear after a heavy rain shower that's a possible cause). In fact I've got that problem at the moment and I'm waiting to summon up the nerve to get on the roof. :- (
If after doing all these checks you still have a problem,try connecting a second TV to the system. If it works then it _is_ your original TV!

If its the same on all Chanel's, and on the video or DVD too it may mean that your tube is on its way out, if its a satellite cable or freeview box connected through a scat socket try tuning everything off, disconnect the cables, clean the connectors with a vacum and then plug them all back in - if that fails, well plasma TVs are getting quite cheap now :-)

Plug out the Aerial .Play a DVD on the TV.If you still have the fine lines across the screen then the chances are the set is faulty.

Check reception. Is it the same on all channels. If only on certain channels check all connections from Aeriel are good. Then check Aeriel has not moved out off position. Then check your scart sockets as they tend to deteriorate over time and need replacing.
if all this is to no ends you will then need a TV repair company to check it over.

Sounds as if it's on its last legs.
Unless... you've got your mobile switched on near it - that can sometimes cause interference when the signal is active on the 'phone.
