Don't try to shut off the mind chatter, it won't work. Instead just realax and instead of trying to shut out the chatter, acknowledge that it is there, but don't try and concentrate on it, let it just "be".
This site is excellent for helping you with meditation: http://www.wildmind.org/ don't be put off by the Buddhism aspect, the majority of the meditations and hints and tips can apply to anything.

Learning to meditate is essential.
Here is a tip to get you started.
Most spiritual teachers recommend a form of meditation. There are many forms, and incorporating at least a brief meditation into our daily practice will definitely be of positive benefit. A simple one called the twenty-four second meditation involves picturing numbers made up of dots as shown on large digital displays. We commence by picturing the digits 24. When we can clearly visualise each dot which makes each of the two digits two and four, then we move to 23, and 22. The concentration on the dots helps to eliminate other thoughts from the mind, and with a little practice over a few days, we are able to move from 24 down through all the digits to 0. If another thought enters our mind during this process, then we must start again. This is why it takes a few days before we are able to succeed Once we can succeed then we are achieving an alpha state of mind, which is relaxed, and free of the linear thought process. This is the state of mind required for deep meditation, which we discuss later.

The key to meditation is not trying to shut off the mind-chatter. Try that and it's a lost cause. Just sit in a quite place and breathe deeply (though you probably already know that), and when thoughts pop in, just put a little label on them that says "thought" and let it drift away. (I always picture them looking like soap bubbles.) It does take a bit of discipline, but nothing so bad as jumping directly into no-mind. Eventually the thoughts will stop coming so hard and fast and will leave, allowing you to go further. (And if they don't leave, just keep letting them drift. It gets easier with practice.)
If you like, send me a message--your entire question is basically the sort of stuff I study, and I'd be glad to help more and share some resources.

you might try the book " you are psychic. " as for the meditation try to relax in as quiet a place and time as possible with as few distractions as you can. a soothing piece of music specifically designed for meditation may help and in comfortable clothing and position just let your mind drift until there is no stressful thoughts coming into your mind. this will take practice but the more you practice the easier and better you will become. good luck.

Meditation has nothing to do with spirituality and psychic skills. Look for a spiritualist church in your area. Being with like minded people may get you on the right track.

Focus as much as you can on the inside of your own ears, and listen closely. At some point you will begin to hear something, but it is different for everyone. Some say it's a ringing, a buzzing, a chirping,......whatever. It is the sound of your blood moving thru vessels in and around your eardrum, and you can focus enough to hear it. What's important about that is that it can serve as a way to get your thoughts to shut up and to notice that they have. It takes daily practise, sometimes for as much as an hour, but each hour of practise will clarify things for you, and move you along your way.

It is easy you were born with it. Choose a time in the early morning time to meditate. Sit very comfortably with your back straight. Focus your thoughts between your eye brows. You will have many thoughts come and go do not interfere let them come and let them go you are the observer. in three months or so you will have no clatter left . You can choose to sit for may be 10 minutes

I can help you to develop psychic ability. I’m a professional psychic and a psychics’ coach offering lessons on developing psychic abilities. To learn how to develop psychic ability you first need to know how to relax your mind to alpha.
Slow your mind. Modern life tends to wind us up; literally speeding up our brainwave frequency. Normal daily, wide-awake, states of consciousness are Beta frequency 14 up to 20+ cycles per second. Beta level brainwave activity is too fast to allow psychic connections. Beta brain is a busy brain so the practices of meditation and relaxation methods you are comfortable with are the first steps to develop psychic ability. More advanced help on the following pages: http://www.psychic-junkie.com/develop-psychic-ability.html
There’s also a good FREE psychic mini-course at http://www.become-psychic.wotsnext.com

I think the best way to develop psychic skills is to become a pathelogical liar. Try convincing yourself that you have powers, make every little coincidence an act of your omnipotent mind.
As for meditation, I find concentrating on my breathing helps me to relax. It's almost hypnotic, just slowly bring your breath in, be fully aware of the breath filling up your lungs, and then slowly exhale, paying full attention to the way the air leaves your body.
Another thing is to just ignore discomfort, it will eventually pass so pay it no mind. OF course, this is easier said than done.
Don't be discouraged if you find stray thoughts popping into your mind (you are ovbiously going to think after all). Just try not to explore them.
Don't try anything too focused at the start of your meditation. When you get better at it, and can stay in a meditative state for about 20 mins, only then should you start to delve into your own mind. Otherwise you'll lose focus and your mind will start to wander. It takes practice.

meditation is a state of being
what we normally call meditations
are merely the technics to achieve that state ..so all you need is a change in technics.... you may need a more active one as say tai chi or a martial art
or dance or any art expression ..meditation will naturally follow as soon as you have engaged
all your passion into an activity
then you can have an empty mind
not before ..........
