My little boy is 3.5 and he's into 'winning' at the moment - so I tell him that his sister (nearly 2) is winning in the tidying up race! That motivates him like nothing else. I've also explained that when he can't find his toys, it's because he hasn't looked after them and hasn't put them away properly. It's a hard concept but it's slowly sinking in. I've also found that saying 'let's tidy up! Who's going to help me?' makes some headway. Don't expect them to do it all themselves. Try a little bit at a time - they could do the cars (in my case!) and you could do the jigsaws etc. Make it a team effort and you might start to get some results. Good luck!

what has worked for my kids, and I am a mother of 5 boys, I would always make it fun. Get out some paper and make a chart with their names on it, and for everytime they pick up after themselves, let them get a sticker and put it on under their name.Once they have reached 10 stickers they get a reward. It can either be something you buy, or it could be that they get to stay up 10-15 minutes later, or an extra 10 minutes of play time, or even a trip to the park. You make up the rewards, and sometimes i'd even rip up some pieces of paper into so many pieces and write down a reward on each piece and than fold them up and let them pick a reward and when done the rewards get put into a jar for the next time they get a reward. Just sit them down a nd explain that for every time they pick up they will get a sticker or a check mark, and for everytime they get either 5-10 marks or stickers they get a special reward. It works for me. That is what I did and do still, and my kids are now 15,13,10,9, and 2.

Get some different boxes for paper, toys, etc and get them to fill the boxes in the middle of the room. Give them a reward for doing so well - they need to see they've achieved something. Try not to give sweets; stickers on a chart are good but don't make it a competition between the two of them, no no no no no!That way there be monsters.......

"Once you've found the fun, the job's half done." ~ not my words: Mary Poppins's.
Kids of two and three haven't yet recognised that there are "Others" and that they are not the centre of the universe or that they have to tidy up and be considerate. Also their natural state of being is in Play.
You just have to be fun with it. Each of them can have a big box to throw everything into and everytime the room is tidy put a new decoration on the box.

Give them a box each.
Then have 1 sweet and 2 sweets as a prize. ( literally 1 chocalte button will do ) first one to fill up a box gets a prize 2nd place also gets a prize.
You will then have all the stuff in one place and off the floor, you can develop the game as they hget older to put the stuff away in its proper place.
It wont happen over night but if you stick with it they will get it.

The old play with one toy at a time sounds good. when they get board they can ask for another and not be allowed the new one until the old is back in its place. They will soon get the hang of it!

when you get them to tidy up play a fun song and dance around, make it into a game then when ever you put the song on they will automatically associate the song with tidying up and you won't even have to ask them - it's all in the choice of the song mind, has to be a lively bubbly number
