The city's authorities should implement proper traffic plans to
allow only public transportation, like buses, taxis, light rail transit
(LRT) and trams into inner core of the city and discourage private cars and other heavy vehicles from getting into the city center.
This would mean to set up 3-zone areas. They are as follows:-
A. zone 1 - city innermost center - private vehicles are not
allowed at all. Only vehicles for delivering goods need to pay
for special permit to enter with time frame. Here all public
transport will operate freely and efficiently;
B. zone 2 - city middle center - private vehicles are allowed but
have to pay to enter. All public transport will operate freely
and efficiently. Here, to increase more car parks at LRT
stations with efficient feeder buses and taxis;
C. zone 3 - city outer ring & surrounding areas - private vehicles
are allowed to move without charges and public transport
will operate freely and efficiently with more car parks at all
LRT and bus stations.
In this way, traffic problems in major cities in the world can be
greatly reduced. It will need huge finances and effort to get it
implemented.

Cars should be charged for entering the busy city areas during peak hours as it is done in London and S'pore. Also, cars should not be allowed to park in any such areas as we already have very narrow roads in India.
