I offer individualised training on a specific specialist subject. I would like to be able to offer successful attendee's some type of qualification. Legally what can I offer? I have seen people practically giving diplomas away on ebay - what is the legal situation with diplomas etc? Who do I need to contact about getting registered etc...

I'm not sure where you are but the best way to give credibility to and educational offering is to become affiliated with an educational institution. That way you may be able to offer your training within the bounds of some predefined set of standards.
For example if you are in Europe there is a scheme being rolled out across member states to harmonise qualifications

You can offer any qualification you like, whether it is recognised is another matter. If you are a trained examiner you can award standard qualifications in certain things.
