It is called Artex. If the house is old it may contain asbestos so be very careful removing it. DO NOT SAND IT DOWN! You can use a steamer to soften it before scraping it off or call in professional decorators.

Could you paint it a different color, like a med. dark blue to cover the design, if it is white now, etc. You might could take a spatula and just knock off the little points here and there. But I feel that painting it would help disguise the design. If you want to break up the color, you could put trim wall paper, it is just maybe 3" wide, either white embossed, or a floral, at the top of the walls where the ceiling comes to meet the wall, and then paint the walls a lighter color. At least it would distract from the ceiling, but I think a designer type of color, which you mix from the store, would be good, as it is a strong color paint, and get a good paint. Go to Home Depot, or one of those, and discuss it with the sales people. Putting the trim wall paper up, is very easy, and usually can be done in just two long strips. You will need help with someone holding the other side. You also need a brush to make sure the paper sticks, and then get a good glue for trim, don't use just what is on the paper with water. Just put the glue over that and don't wet it. You will also need a little roller, they can tell you about that too. That is to roll and make sure all the air bubbles are out, then if you have to match the design, get a coupld of sharp single edge razor blades. When you want to match a design, put the two ends together and overlap them, and take the very sharp razor blade with a ruler, bring down the razor down up aginst the ruler, and then you can peel one off and the other will fit perfectly. I have done this lots of times, and also like to dress up my rooms now with this sort of thing. I like color, but remember paint will show up much darker inside your house, than in the store. So take the little squares home and put it on the wall, and let it get dark, with the sun, and when the sun goes down, then you will know if it is too dark. Good luck.

It sounds like it was treated with artex or textured paint. You can either sand this down or scrape it off (messy), or cover it up with a layer of skim (also messy, and probably a job for a professional plasterer). It either case you will have to repaint it.

Hire some day laborers to sand it for you, but be sure to pay them fair,, about $20/hr. It ain't gonna fix itself.
