Lately, women are expected to wear revealing clothes to be considered attractive. If they don't wear the current style of (un)dress, they're thought to be frumpy. Most people want to be sexy, but women don't want to be seen only as a sex object. So they appreciate a glance, but ogling is rude unless the person being ogled enjoys it. It can also be scary when a guy stares, because the woman doesn't know if he might attack her.
Some women do want attention, but don't feel comfortable admitting it. There are still taboos about women who have sex. They're called negative names while men are called positive names for having sex.
Also, women think differently than men and may not know how men see their choice of clothing. Just watch shows like "What Not to Wear" to see how a person's self-image can be very different than the image others see.
Gender roles are mystifying for men and women since the rules seem to change quickly. Sorry if you're confused, but we're just as baffled as you are.

Some women like to wear luring clothing in order to have attention... However, at the same time they dont want you to believe that they are the "wine 'em n dine 'em" kind .. so they act of getting offended.
Other women just follow herd in makeup and style,.. while they are unable to adjust to (or unaware of) the consequences involved and get actually offended.
Cant be sure these days, which one would you come across..Lol

in no way figured that out. My spouse replaced into poor approximately that. She had an incredible physique (and is a lot youthful than me), and he or she'd placed on particularly short cutoffs and skintight tank tops and then come out of a convenience shop going "what the hell is misguided with those adult males -- they don't get out lots or some thing." and that i might tell her that she could not walk around with a million/2 of her butt protruding and assume a team of rednecks to not stare at her. yet she stored on donning skimpy stuff and stored griping approximately how human beings reacted. i understand all human beings says that girls human beings secretly relish it, in spite of the fact that it did not look that way along with her. Claimed she only wore regardless of she felt like. yet whilst the indignation replaced into an act, it replaced right into a stable one.

It is difficult to understand what these ladies want. They want to tempt and tease the men and if they get a bit more attention, then they are not comfortable. If they dress properly, men also won't look at them, in a different way.

Not necessarily, some women want to feel sexy for themselves or for their men only, not strangers. Sometimes if you happen to be well endowed, you tend to look sexy in your clothes even without trying and it is frustrating when people misinterpret your intentions. If you must stare, wear dark shades and be subtle.

Most women are dressing for other WOMEN and not for men. The men don't care whether the clothes are out of style, but other women do.

i agree that they want attention when they dress that way. but i also agree with them that there is a proper way way to look at them without offending them. you know some guys look at girls wearing sexy/revealing dress like they are dying to have sex with them. or like they are already undressing the girls in their minds.
i think girls would be offended if guys don't look at them when they wear sexy dresses. but a proper and discreet way to look at them is needed.

I have no idea on earth how to even begin to answer your question, because it is so vague, and fragmented.
What in the heck do you mean by
"offended when being stared?"
Try rewording your question, and post it again, and this time say what you really mean.
