Well, you have to try to see how you feel about the situation.
If you like this guy then just take every day as it comes. I also take it you are from UK, as I think 16 might not be the age of consent in some countries.
But, I don't think that anyones disability should hold back any friendship. If you like him fine, but if you just feel sorry for him then maybe look at what you want from the relationship and try to communicate your own feelings to this guy.

What do you do, you ask. What do you want to do? do you like him? or not? if not let him know you are not interested in him, you should be gracious and thankful that someone likes you. but politely let him know what you feel. If you like him, tell him that you are flattered but he is too old for you now, and you could be friends. Good luck, and women out there, you never have to be rude or mean, be gracious at first, and make them feel OK about it. everyone hates rejection. if they don't get it, then you can be as mean and vicious as you like. some guys are just hounds.

Is he mentally disabled or physically ?
Anyway, make it clear to him that you're NOT interested. If he doesn't stop bothering you, go to the police.

Love is the answer to everything. All you ever need is love,
communication and understanding. That's what I figured out so
far. If you are down, you need to get up and start doing something with
your life. Don't need to be shy, be straight forward and allways say what
you want and expect from the others.

first off...the age gap is the issue here, you arent legal...and it depends on if you like him or not. if you like him...just go on as if he's not disabled. if you dont like him, tell him you dont have feelings for him. dont lead him on and feel sorry for him it will only make things worse. be honest and upfront.
