Hi - I live in Seoul now and have lived previously on Jeju for 2 years. You will not need a car in Seoul - lots of public transportation, bus, subway,etc. Trust me you do not want to drive in Seoul if you can avoid it !
Jeju - beautiful island. It is possible to get around the island on public transport but I recommend renting a car if it is in the budget. There is an Avis agent in the airport. Be sure to bring an International Drivers License (available at most auto associations) and your local License. There are many interesting little side roads leading down to the sea shore or through the orange groves etc which would be impossible to explore without a car. The island has been designated as a Free Economic Zone of some sort so the Korean govt is pouring money into infrastructure - a good arterial road system is in place for travel around the island with two major (and beautiful) roads crossing Mt. Halla. Most of the major roads on Jeju have English signage and it is pretty difficult to get catastrophically lost since it is an island.
I'd get a car in order to have total freedom...if its in the budget !

I just went to Jeju recently. Jeju is a big place and there are many sights to see on this island. I strongly recommend renting a car as public transport is not accessible as in Seoul. And the bus signs in jeju are in Korean. Taxis are very expensive.
Just do your homework before going to Jeju. What are the places you would like to visit? Just to let you know, the tourists spots are distant to each other and more or less , its along the seacoasts.
Jeju is a fun place and theres no traffic at all. Driving is relatively easy but in any case, just be careful along the bends.

I rode my bike around Jeju last time I was there. It's not a very big island, but as others have mentioned, there are so many interesting places to go that your own set of wheels (scooters, bikes or cars are all easy to rent) would be helpful. Enjoy your trip.

I actually just got back from there on Friday. We didn't rent a car, we rented scooters, but I would recommend renting a car, as the bussing around can lead you to missing alot of interesting places in side areas. The signs are not only in Korean, they usually are also in English. We were there for 6 days and we saw so much, but I don't think we would have been able to do as much if we were waiting around for buses, and trying to find a taxi all the time.

How approximately Florida? it is not too chilly down there and you will lease a ship and sail around the keys. Or an Alaskan cruise may be a staggering holiday. Kinda expensive yet worth it, exceptionally once you're on a good schedule. If not all a thank you to Alaska, there is a few good cruises down in Texas that bypass to Mexico by using utilising the gulf. xo
