At the time it was constructed, only Moses. But that was to place the tablets of the Covenent inside it and later again to place a jar of manna and Aaron's budded rod inside. Since then, no one has had permission to see inside the Ark.
Now during the times of the Tabernacle, the first Temple and the second Temple, it would only be the High Priest who could go inside the Holy of Holies to perform a ritual. And that was only done on Yom Kippur.
So access to both the Ark itself and to it's contents was allowed only by two men in history, Moses and Aaron.

Only the Covenant, because the Ark was exclusively made for the "Covenant".
Noah's ark, on the other hand, was made for every body: Humans,animals, and even sarcastic donkeys that think that they are getting away with "cute" or stupid innuendos.

The Ark of the Covenant is a box, probably a tight fit for a person to get into it. Plus it's believed to be like a strong battery that killed everyone that touched it, a Baghdad battery.

It wouldnt have been big enough for someone to go inside of it. Think about the size of a large case of luggage. It would have been kept in a tent called the Holy of Holies though, and only the Hebrew priests would have been allowed to go inside of this tent and to see it.

maybe your question is who were allowed to carry the ark? only the levites were allowed to carry it. and nobody was allowed to go near it within 2000 cubits. it would mean death to someone who dared to go near it.

It isn't a boat. its a box of some kind that holds the tablets moses brought down from the mountain, or at least the copies of those tablets.

I think you are mixing up the fictional ark of Noah, with the fictional ark of the covenenat which held the fictional stone tablets that fictional Moses wrote the 10 commandments on...
an easy mistake, all that gibberish runs together after a while
