As long as you wear it as a costume it is fine; one of my friend actually wore my uniform and badge last year the thing that will get you in trouble in most states is if you actually try to impersonate a law enforcement official and penalties for that can get pretty stiff

If it's a costume, it's legal. If it's the real uniform or so close that the average person might think it's a real uniform then you want to be careful when you are in public. At the party, you'll be ok. Just be sure you don't do anything in public that anyone could consider trying to use police authority. Once at your party, no problem. Tell 'em, "Up against the wall and spread your feet." :)

I dont know what NY state has on it's laws, but in Texas you can't unless it's obvious that it's a Costume and not a legit uniform, I have only heard about prosecutions involving those of the states uniforms for states they are in but not other states outside the jurisdiction

If it is a costume, yes. You can even wear a regular CHP uniform, as long as you don't try to pass yourself off as an actual CHP or other member of law enforcement, you should be fine.

As long as you don't tell people you're a CHP you're good.
Also, if you're in New York, there shouldn't even be an issue.
