What is a good freeware or even a cheap program to get that will enable me to play a video over my webcam?

Webcams cannot recieve videos from another device; they can only send them to another device. If you want to watch a video you've made on your webcam on your television, then you can use Windows Movie Maker 2 (it's already on your computer) and burn it to a blank cd (called vcd) and then play it in a dvd player connected to your television. good luck :-)
