It's called docking a tail and must be done at less than 5 days old by a veterinarian. It is a major spinal cord surgery (the spinal cord extends into the tail), and generally most surgeons will not perform the surgery beyond that time, unless there is a medical reason.
Before considering docking a tail, the AKC is in the process of reviewing and eliminating tail docking from its registration.

YOU CAN'T, it is against the law in every state and can land you in jail, which is more expensive than just taking him to a vet to do it. Also, if you love your dog, you will take into consideration that you could kill or mame him/her and traumatize him/her for sure. Plus, over a certain age, it is not possible without a major amount of bleeding and antibiotics are needed for that to make sure no infection sets in, and you need post-op care instructions to know how to properly care for a wound like that.
Bottom line, TAKE IT TO THE VET AND DO IT RIGHT.

You should not do this at home, take the dog to the veterinarian. If you do it at home it is considered animal abuse, if you have your vet do it it is not animal abuse.
