Genetics. There are different kinds, though. My dad had flat feet from birth and they never gave him any trouble.
A "normal" foot, if you stand on it, there will be an arch. Some feet, like mine, have a "flexible arch." If I don't put weight on it, it has an arch; if I do, it goes flat. This is the kind of arch that causes trouble. In childhood it's not a problem, but it can become a problem later. I wear a custom made orthotic in my shoe, or custom sandals with built-in orthotic.

I had flat feet as a child. I developed an arch with age. I am 25. I don't know if this is normal.

Shoes with little or no instep support can cause flat fee, also walking barefoot. I suffer flat feet, I now wear insteps and I roll the arch of my foot back and forth on a soup can and it helps tone the muscle of your arch/instep.
