Yes, absolutely. That man is married. If he wants to have a romantic relationship with you, that would need to wait until he is divorced and then if he believes that his marriage might not have been entered into validly, he can seek a declaration of nullity. Until that time, he would be presumed to be married, so to date him would definitely be a sin. You can only date those who are free to marry.
