te deseo

means I wish you, desire you (i'm not if this is correct in english), I want you

in the sexual context it's i want you

in the friendly one for example
te deseo lo mejor= i wish you the best
te deseo un feliz cumpleaños (or un buen viaje) = i wish you a happy birthday or I wish you a good trip.

It does depend on the context. I can also be used to mean "I want you to..." in a non-sexual way.
