I have used, and still do, Ulead Media Stidio Pro 8. It has a video editor. In it, insert the video file, and you can zoom it to cut at the exact frame you want. Then be sure to get the properties of the file to re-create (save) as the same format, screen size, audio, and file type like mpg or avi. That is the hard part. I have a burner and I use Nero 7. Lots of features for dvd and cd. I have seen something that will split across dvds though. Probably dvd burning software.

Don't split it and put it on a DVD.
To split movies, Pinnacle Studio 9 will do that.
