The constitution states that you must be a natural born citizen and have lived in the United states for at least 14 years -- this is so that if you lived in the U.S. from the time you were born to the time you were 25, lived in paris until you are 50. If you came back you would be eligable to run for president. However, you must be born in the United States.

If you are born a naturalized citizen, overseas or not, then you can run for president provided you meet the other constitutional conditions (age of 35 years, etc.)
