Your only bet is a company within the state of Wisconsin -- unless you can find a retailer that stocks them and will sell them to you. Swiss Colony, as was mentioned above, is located in Wisconsin and I checked using their shipping restrictions service to make sure that they can ship liqueur-filled chocolates in Wisconsin and they can.
The rules that apply seem to be (this is from the Ethel M web site):
Orders may be placed from any state by persons 21 years of age and older. However, local state laws prohibit the shipment of alcoholic products direct to the consumer in many states. We can only ship to states that have statutes permitting the receipt of mail order liqueur products by persons 21 years of age or older. We are sorry, but we cannot process orders for creme liqueur chocolates that do not meet these requirements. States that allow shipment of creme liqueurs are: AZ, CA, CO, FL, HI, IL, IA, KY, LA, MN, MO, NE, NV, NJ, NY, OR, TX, VA. We cannot ship to P.O., A.P.O., A.F.B., or F.P.O. box addresses.
Wisconsin is not on this list so that limits you to companies with retail presence in Wisconsin.
