how would you find if an officer only arrests white females for dui and no others in tulsa, ok?

I'd say he's probably hoping to pull over a white female hoping that she will give sexual favors in exchange for being let go without being arrested.

You can't find out that information. If you actually believe that is the case and you have good resources to back up your claim then you should call the Internal Affairs division for whatever department the officer works for. If you are just angry for being arrested then you should think twice before you do something that you might regret later. If you WERE driving drunk, then this officer was doing his job correctly and you should send him an apology letter. If you were not driving under the influence but pulled over and tested, perhaps he had a good reason...were you talking on your cell phone, playing with the radiom etc and not paying attention causing you to drive erratically? Did this officer ask you out, or ask for your phone number or assault you in any way? If so, that should be reported. If the officer was simply doing his job, let it go and learn a lesson from the situation.

Call the police department and ask to talk to Internal Affairs. If you can back up your statement, they will investigate.
If you are merely angry and trying to get even with somebody, you may get in trouble for filing a false report, or slander, or some such thing.
