This answer assumes you're a girl, and I have no idea whether you are or not! Tippii Hedren from The Birds. Get yourself a nice little second-hand 60's suit (3/4 sleeves), a pillbox hat, and wrist-length gloves. You can probably find most of that stuff at Goodwill or similar. Then, at a costume or craft shop, buy a half-dozen or so of those Chinese-made realistic-looking birds made mostly from feathers and wire them onto the jacket and hat. Bonus points if you're blonde and can put your hair up, but even if not, EVERYONE will know who you're supposed to be and you'll knock their socks off.
If you're a guy, it's tougher. Maybe check out Captain Blood and some of those other great cheesy Errol Flynn movies. Have fun.

Well, if you want to just wear an evening gown (especially black) with long white gloves, you could be Audrey Hepburn. You could use a suit and an umbrella for Gene Kelly in Singing in the Rain, or a yellow raincoat hat and umbrella (boy or girl) and be gene or Elizabeth from Singing in Rain, or a trench coat and old hat like in Casablanca. Like they said, there's Gone with the Wind. You could also use any of the characters from Wizard of oz. A funny one is that you could go in drag like in Some Like It Hot where they dress like girls to escape the mob. Girls can dress in old-timy guy clothes (dress pants, nice shirt, suspenders, jacket, and hat) for Victor Victoria (where Julie Andrews pretends to be a man pretending to be a woman). The possibilities are endless. basically, it helps to know if you are a boy or a girl.
