So i really like this guy ( and he likes me ) ... his parents think we're dating, his brother thinks we're going out, a few of his friends think we're going out, and he told the two neighbor girls (hes friends with) that we're seeing eachother, but he hasen't really talked to me about it - nothing was really cleared up and made "official" .

Just ask him? What is the status of our relationship, or what am I to you? If you can't ask him then you're not ready to be dating. Relationships need open communication.

Bring it up in casual conversation, but don't make a big deal about it or he'll think your trapping him into something. Chances are good though, that if he's telling his friends that you're going out, then he thinks you're official. Or else he's trying to make someone else jealous.

just dont sleep with or date anyone else until it gets cleared up, he could think that it's a done deal and be really hurt if you do. Talk to him about it in a casual way without making it a serious "where are we" talk.
