Not unless you have a licensed brewery, which would be subject to yearly or better health safety inspections, as well as a host of other regulations. That's why governments have seperate departments that handle the paperwork.

Yes you have to have a liquour license. However you can give it away as a gift and if your friends want to give you a gift of money or gift card then everything is legal.

I would say yes. I am sure they are some health laws that apply as well that you would need to be up on code for to serve to the public

That would be up to your state, but the answer is no everywhere that I have heard of. Some states do allow for brew-pubs where it is consumed on site.
