go with a group to the fair or invite him to do something with you and a group before the fair that way you can get to know him in a group setting before the fair.

Say yes, but bring a friend or a guy friend along with you so you can make it an affair with the three of you. And during that outing, try to get to know him better by becoming friends; maybe he's just a nice guy that wants to get to know you better.

Bring a wing man...in your case a wing girl! go with friends for sure though.. a one on one could be uncomfortable if he turns out to be a weirdo or lame...
